Government of Democratic Republic of Congo Advances with National Action Plan on Security and Human Rights and Mineral Resources

On 1-2  and 8-9 October, representative stakeholders from 11 Congolese mining provinces were consulted in Bukavu (47 participants) and in Lubumbashi (37 participants) to identify objectives and activities that could be included in the incoming National Action Plan (NAP) to address security and human rights in extraction of mineral resources in the Democratic Republic of Congo (DRC). The DRC government is leading the elaboration of this plan and these consultations through the Ministry of Human Rights in collaboration with the Ministry of Mines and with the technical support of DCAF.

The process builds on a series of pilot projects that have built the capacity of key actors involved in the mining industry to address security and human right incidents through multi-stakeholder dialogue. The newly proposed actions will form the basis for a document that will be presented and discussed by key government services in Kinshasa in November. The NAP will be adopted by the government in accordance with its commitment as a Voluntary Principles engaged member, after the DRC joined this global initiative in May 2023. The NAP is expected to be adopted in early 2025.

As a major producer of minerals that are key to its national stability and to the global energy transition, the DRC is set on a path of gradual improvement to promote responsible business practice in its extractive sector and align with international norms.
