Mozambique's Cabo Delgado province is home to an abundance of mineral resources that has attracted massive foreign investment. An evolving violent conflict poses increasing security and human rights threats. The Mozambique civil society organisation, the Centre for Democracy and Development (CDD) and DCAF commissioned a baseline study on the implementation of the Voluntary Principles on Security and Human Rights in Cabo Delgado. The preliminary findings are intended to provide food for thought and a basis for discussion among Voluntary Principles Working Group members and partners.
